Peer Reviews are founded upon the willingness of a country to submit its laws and policies to substantive review by other members of the competition international community. This process provides valuable insights to the country under study and promotes transparency and mutual understanding for the benefit of all. There is an emerging international consensus on best practices in competition-law enforcement and the importance of pro-competitive reform. Peer Reviews are an essential part of this process, as well as an important tool in strengthening competition institutions. Strong and effective competition institutions can promote and protect competition throughout the economy, which increases productivity and overall economic performance.
A peer review is a two-stage process: first, a report is produced by the OECD Secretariat on the current state of the country’s competition framework and its enforcement practice; and second, a peer review based on the report is performed either in the Competition Committee or the OECD Global Forum on Competition.
This Peer Review is part of Phase II of the OECD-Thailand Country Programme, with the aim of supporting Thailand’s efforts at achieving more inclusive and sustainable development.
This OECD report served as basis for the Peer Review in the presence of lead examiners that took place at the OECD Global Forum on Competition on 3 December 2024. The lead examiners were Dongryeul Shin (Director General of Competition Policy Bureau, Korea Fair Trade Commission), Alvin Koh (Chief Executive, Competition and Consumer Commission of Singapore) and Hanna Witt (Acting Director General, Swedish Competition Authority). The delegation representing Thailand during the Peer Review session was led by: Pattama Teanravisitsagool (Commissioner, Trade Competition Commission of Thailand – TCCT), Visanu Vongsinsirikul (Secretary General, TCCT), Nynnart Gerdlarpon (Head of Investigation Development Subdivision, TCCT), Piyapat Tubin (Head of Investigation Subdivision 2, TCCT), Latthaphon Wonganan (Trade Competition Analyst, TCCT) and Kantika Khanthawithoon (Trade Competition Analyst, TCCT), Sarun Charoensuwan (Ambassador of Thailand in France) and Chittrapon Lerttaweewit (Counsellor, Thai Embassy in France).
The precise recommendations were developed by the lead examiners, discussed at the OECD Global Forum on Competition on 3 December 2024 and approved by written procedure on 6 January 2025. They have been included as a separate chapter in this report.
