The “National Skills Strategies across the EU: Lessons Learnt” project commenced in June 2023 and concluded in September 2024. The project was carried out in four main phases:
1. Kick-off: During this phase, the OECD and the European Commission agreed on the project’s scope and timeline.
2. Mapping National Skills Strategies: The OECD mapped the development and implementation of skills strategies across the European Union using a purpose-built evaluation framework and input received from a questionnaire shared with 25 countries.
3. Identifying lessons learnt: The OECD identified lessons learnt based on a review of questionnaire inputs and interviews with experts in the countries. These lessons were then tested with country experts in a workshop. Lessons were then revised based on the input received and further follow-up meetings with experts.
To assess the lessons learnt, this project undertook desktop research and various qualitative research methods, including a questionnaire, in-depth interviews and interactive workshops.
