This online event launches the OECD report “Harnessing mission governance to achieve national climate targets”.
Under the Paris Agreement, many countries have committed to ambitious national climate mitigation targets through Nationally Determined Contributions (NDCs). Meeting these targets requires a robust, whole-of-government approach that transcends traditional, siloed governance. Unlike traditional policy approaches, missions start with a clear objective and then craft and implement the governance, structure, coalitions and policies to achieve it. The mission governance aims to outline the principles (structure, orientation, co-ordination, execution, resources etc.) by which missions can be governed in an effective manner. This report analyses recent assessments from 15 countries’ climate councils against a set of mission governance principles (structure, strategic orientation, co-ordination, execution, and resources) developed by the OECD based on a review of existing practices and ambitions amongst mission practitioners.

- The potential of mission governance to translate ambitious climate targets into concrete and effective public action.
- Key findings from the report, including how countries are currently applying mission governance principles in climate policy and where significant gaps exist.
- Recommendations for governments on how to better integrate missions and mission governance into their climate mitigation efforts, including deploying targeted missions to address specific climate challenges.
