The competencies and experiences that young people are exposed to and develop during upper secondary education profoundly influence pathways throughout their lives. The Transitions in Upper Secondary Education project develops analysis on how upper secondary education can be designed to meet diverse learner needs and promote equitable outcomes. The project provides internationally comparative analysis and tailored policy advice for individual systems upon request.

Our work on Ukraine
As part of the Ukraine Country Programme, the OECD Directorate of Education and Skills is supporting Ukraine as it designs, develops and implements a major reform of its Academic Lyceums - general upper secondary education. Support includes the report: Transforming General Upper Secondary Education in Ukraine: Insights from International Experiences, and developing partnerships between Ukrainian high schools and international upper secondary schools to share their experiences and practices to support the country's reform. As of January 2025, there were partnerships between 30 Ukrainian high schools and schools in Croatia, England, Estonia, France, Germany, IB network, Ireland, Japan, Poland, Portugal, Singapore, Spain, Sweden and Türkiye.
