The FTSP, funded by the European Union (EU) under the 11th European Development Fund, is a four-year technical assistance programme launched in 2020, benefitting the 15 member states of the Economic Community of West African States (ECOWAS), the Islamic Republic of Mauritania, and the Commissions of both ECOWAS and the West African Economic and Monetary Union (UEMOA). The programme was implemented by the OECD and the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum), in collaboration with the ECOWAS and UEMOA Commissions.
Amid declining official development assistance, ECOWAS and UEMOA member states face the critical challenge of mobilising domestic resources to secure sustainable development financing, especially as the majority of these states struggle to increase their tax-to-GDP ratio above 20%, and the share of the informal sector in their economies fluctuates between 20% and 65%.
Thus, the FTSP aims to assist West African states in combating base erosion, profit shifting, and illicit financial flows by improving their tax-related legal frameworks and strengthening the capacities of tax administrations.
The progress achieved under the FTSP, with the support of the OECD and the Global Forum—particularly regarding the development of community tax instruments and the creation of a regional network of experts—should empower the states in the sub-region to better combat tax avoidance practices and thereby improve domestic resource mobilisation to address contemporary challenges.
