The OECD Recommendations on Public Integrity (2017) and on Open Government (2017) recognise that public integrity and transparency are fundamental elements to good governance and the prevention of corruption. Furthermore, both Recommendations promote the mainstreaming of integrity and transparency policies in the entire public administration and clearly defined responsibilities for effective implementation. In a broad sense, a “system” is understood as the legislation and institutions established to define, support, monitor and implement public integrity and/or the principles of integrity and Open Government.
Peru has demonstrated its commitment to institutionalising its integrity and transparency efforts, including through the creation of the Secretariat of Public Integrity, the National Authority of Transparency and Access to Public Information, and the National Authority of Personal Data Protection. Peru also has developed an Integrity Model and established Officials Responsible for Access to Public Information and Institutional Integrity Offices in all public entities. However, for citizens, visible results in the fight against corruption have yet to be fully achieved.
This report proposes a new National Integrity and Transparency System to build upon Peru’s efforts and consolidate its advances. This system would strengthen the governing body, improve horizontal and vertical co-ordination in the mainstreaming of integrity and transparency measures, and address the limitations observed in their implementation. In this way, it would provide a basis for needed change and improvements in these areas.
The report was developed as part of the OECD’s work to help countries effectively implement its Recommendation on Public Integrity and its Recommendation on Open Government. The specific recommendations will inform a national dialogue in Peru and inspire the creation of a system that demonstrates the country’s commitment to integrity and transparency and significantly consolidates relevant public policies.
