The governance of skills systems is inherently complex, involving a diverse range of actors responsible for the provision, funding, and daily management of skills policies. Sweden is no exception. With the digital and green transition significantly impacting its economy, it is crucial for Sweden to implement effective governance mechanisms that align rapidly evolving skills needs with skills supply.
Against this backdrop, the OECD Centre for Skills, the OECD Centre for Entrepreneurship, SMEs, Regions and Cities and the Directorate General for Structural Reform Support (DG REFORM) co‑operated to provide technical assistance to Sweden as part of the project “Strengthening the Governance of the Swedish Skills System”. This report is a compilation of the key outputs of this project and includes an analysis of the key opportunities for improvement in the governance of Sweden’s skills system, relevant international practices, as well as the identified recommendations.
