The economic geography of the semiconductor industry is shifting, with economies worldwide increasingly striving to strengthen their presence in this critical sector. Promoting the Growth of the Semiconductor Ecosystem in the Philippines is part of a new series of OECD reports that analyses challenges and explores opportunities in the domestic semiconductor ecosystems in selected economies, with a particular focus on assembly, testing and packaging activities.
OECD semiconductor ecosystem studies, developed in close collaboration with key interlocutors in selected economies, offer policy recommendations to support the development or expansion of the semiconductor ecosystem. This report examines the Philippine local market and economy, identifying strengths and areas of improvement, and highlights trends, key policy priorities, and the institutional landscape relevant for semiconductor firms and the broader ecosystem.
The methodological approach builds on both quantitative analysis of economic data on the existing medium- and high-technology manufacturing industries in the economy, with a focus on the semiconductor and electronics industries and their workforce, as well as insights gathered from policy analysis and engagement with government and non-government stakeholders.
The project began in October 2023 and benefits from an on-the-ground fact-finding mission which took place in January 2024. This work was undertaken in the context of the United States-Philippines partnership under the International Technology Security and Innovation (ITSI) Fund, appropriated under the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022, and is made possible with the financial support of the United States Department of State.
