Moldova is undertaking a major transformation of its justice system as part of its programme for accession to the European Union. This review examines how these reforms are reshaping the way justice is organised, delivered and experienced, and what this means for public trust, fairness and access to justice. It highlights progress in strengthening the independence and integrity of the judiciary, while also identifying the challenges that arise when reforms move from laws and institutions to everyday practice. In particular, it looks at how justice services can better respond to people’s needs, how courts and institutions can operate more effectively and how transparency and communication can reinforce confidence in the system. Bringing together international experience and insights from across Moldova’s justice sector, this report provides an overview of where the country stands and where further efforts are needed. It is intended for policymakers, justice professionals and a wider audience interested in how justice systems can support broader governance and deliver meaningful outcomes for people.
