The OECD has developed a monitoring and evaluation (M&E) framework to measure the uptake and impact of due diligence for responsible supply chains in the garment and footwear sector. This output aims to provide researchers and practitioners with a structured, yet flexible, framework to guide empirical research as well as data collection, dissemination and interoperability efforts. This paper explains how due diligence is expected to influence outcomes in the garment and footwear sector, and presents examples of methodologies to test this theory of change.
