This workshop is part of an OECD project, supported by the European Union, which aims to provide recommendations to governments on how to scale up biodiversity-positive incentives effectively. The incentives covered include biodiversity-positive taxes, fees, and tradable permits; payments for ecosystem services and biodiversity-positive subsidies; and biodiversity offsets and credits.
Scaling up positive incentives for the conservation and sustainable use of biodiversity is a key element of Target 18 of the Kunming-Montreal Global Biodiversity Framework. By sending price signals to producers and consumers, biodiversity-positive incentives can also help to achieve Target 14 on mainstreaming biodiversity in decision-making and aligning public and private activities and financial flows with the objectives of the framework. Additionally, owing to their ability to generate and mobilise finance, biodiversity-positive incentives can contribute to delivery of Target 19 on resource mobilisation.
