OECD-Morocco strategic partnership

• Contributing to the implementation of crucial elements of the new Moroccan Constitution adopted in 2011, in particular through strengthening the capacities of the Head of Government's services;
• Supporting the strengthening of the articulation and coherence of public policies;
• Promoting a participatory and open approach to the administration through consultations with different stakeholders;
• Strengthening evidence-based public policies by improving the use of statistics and indicators.

Furthermore, the peer examinations and reviews carried out in this framework have made it possible to propose avenues for reform in order to improve the effectiveness of Moroccan public policies, based on the good practices identified within the member countries of the OECD, but also to share Morocco's experience with them.

Morocco is also better integrated into the OECD databases, which makes it possible to offer international indicators and comparisons useful for the development of the Kingdom's public strategies.

Finally, the Country Program is accompanied by a tool to monitor the implementation of the recommendations proposed by the OECD, in order to ensure a concrete and positive impact on the conduct of Moroccan public policies.

As Program Coordinator, the OECD Directorate for Global Relations and Cooperation works closely with the Office of the Head of Government to develop and oversee the strategic direction of this relations

The Country Program facilitated Morocco's accession to more than 35 OECD legal instruments and its participation in OECD committees. Morocco is associated with 12 OECD committees, benefits from participant status in 3 committees and “Invited” status in 32 OECD committees. The country has also adhered to 35 OECD legal instruments.

Participation in OECD activities allows Moroccan teams to access a network of international experts and benefit from international best practices while in return enriching OECD knowledge.

Furthermore, Morocco appears in various flagship OECD publications, such as Development Dynamics in Africa and Public Revenue Statistics in Africa. It is the subject of specific policy reviews on the themes of education, public governance, public sector integrity, gender equality and regional development.

The recent creation of the Morocco Economic Office completes the economic pillar of the Country Program. This strategic project integrates Morocco into the methodology that the OECD uses to produce the country study. The economic study will focus on policies likely to improve the long-term results of the economy, and will give Morocco the opportunity to better publicize its achievements and policies and increase its attractiveness to  foreign investors.
